Majority of more than 100 state & private owned universities & colleges have got license to affiliate leavers to economics faculties. At present owning business in high education counts rather profitable activities on account of universities & colleges exempt from value added tax & income tax. Periodic accreditation with 5-10 years intervals grant favorable opportunities to earn a lot of scholarship fees, & spend which to acquaint fixed assets as many stories office building at huge & cheapest land. In general owners of private universities & colleges carry out themselves goal to economy spending on many ways. Popularly at private owned colleges takes place labor exploration of lecturer’s team by determining scanty salary & maximum loading for accountability burdened to lecturers etc. Indeed authorities at all of levels more prefer copying foreign consulting, internet course, translated books, substitution data to mathematical modeling created abroad as before in socialistic period because of that foreign joint investment or approved project , procurement agreement or any mutual measurement give priority benefit to decision makers. By the way   fate of majority tenders were been decided before their public pronouncement at information network. Private colleges slowly go to support innovation, steering board of which almost take into account such question that would be included to controllable list of accreditation or attestation commission team appointed from above. Observes other background for state owned high education institutions owing to that they finance from both source as budget subsidiaries & scholarship payment of learners. In addition to that they possess free of charge huge scale of fixed assets, training facilities, big library, dormitory, residential house, subsidiary departments, experimental-researching center & auto enterprise etc, as well as they have up to 70 years familiarly prestige at market environment. But however we haven’t shown created new ideas as financial & accounting modeling, determination, tables & graphical illustrations by scholars who engaged in the field of finance, accounting from my native country which included to contents of textbooks that have been publishing in millennium issues worldwide. I‘m as common accountant & tutor who responsible to give lectures to learners always face with many questions asked by learners. Particularly they ask me how to use methodology of parameters (scores) computing for multiple discriminant score equation created by renowned scientist Edward I. Altman (Zeta model) in  concrete field of economics as mining  & refinery industry, light industry or cattle-breeding etc in Mongolian specific condition. I Reply to that I willing to illustrate that how to obtain scores of multiple discriminant equation by hand method if I could have at my hand enough empiric data to calculate multiple discriminant score equation for selected clustered some enterprises in order to express bankruptcy & solvency etc. last period speaks of implementation into practice risk management in the field of national taxation, stock exchange, insurance, underwriters activities etc but however for which organizes expensive seminars at budget finance via inviting many foreign lecturers. We think of that not so hard to create Windows application programs in the line of financial calculation & accounting modeling. For last around 10 years tutors, researchers & office stave widely use SPSS & E-views programs, unfortunately majority of them couldn’t explain statistical abstract of each calculation step, unable to use statistical criteria tables. Meanwhile we saw that had been written books entitled “…handbook of application of SPSS”, “Guide to application MATLAB program at engineering profession…” etc but they haven’t include researchers creating themselves. We as initiators of Mongolian association of chartered financial analysts teach above mentioned topic on following way: in first we give wide range of essentials on mathematical statistics & econometrics, in second we deal with practical seminars associated with case solutions to be obtained accurate answer by hand calculating methods, in third the answer which got by hand method is compares with all stepwise operations performed using SPSS program in parallel, than explain appeared statistical results, related criteria in tables. We are considering that exist some reasons in practice of researchers & book editors which connected with their poor knowledge of applied mathematics & mathematical statistics, shortage of comprehensive skills on finance, accounting & taxation etc… As shows our experience on accounting modeling that should focus both skills on one brain as application of mathematics & wide range of economics academic knowledge associated with practical experiences. We observed that many copied programs use in banking, tax, accounting as preparing the financial statement of cash flow by direct method, calculating present value of long term investment etc…, but however some stave couldn’t explain that how did computer obtain an answer using hand calculation method directly. Many governmental & nongovernmental institutions are running activities in the capital city also countryside at budget or foreign support, but they haven’t deliver to learners’ feasible methodology & methods applied to Mongolian specific social- Economics conditions. For instance practical accountants  waiting for affordable application computer programs on cost & managerial accounting from Ministry of finance & Institute of certified professional accountants etc so far. First of all should be prepared computer application programs of process costing & ABC method. It seems no difficult for us as our research group has sufficient experience & skills in field of financial & accounting modeling, also mathematical approaches. Indeed our researching group choice most difficult financial & accounting practical problems & study they in detail than create affordable mathematical models associated with financial abstracts. Meanwhile had passed around 10 years when we created & putted into practical training at financial & accounting college more than 40 new ideas in line of Mongolian association of financial chartered analysts, in addition to that our science papers placed on worldwide famous communication system as Google.com, linked in, Blogspot.com including Mongolian network Blogmn.net. Some of them are really unique innovation in cost & managerial accounting history, particularly methods created by Prof. T. Yondon along with his family members as standard variance method on manufacturing overhead, allocation method of indirect expenses between operation & service departments etc… Many of his accounting new ideas have been used in cost & managerial accounting training at high education institutions successfully still.
